Introduction

The Ministry of Environment, Forest and Climate Change has notified the Solid Waste Management (SWM) Rules, which supersede the previous rules. Mandated under the Environment (Protection) Act, 1986, these rules come into full effect from 01.04.2026.

Mandatory 4-Stream Segregation (For All Citizens & Entities)

Four-stream segregation of solid waste at the source is now mandatory. Waste must be separated into the following categories before handing it over to local bodies or designated collection points:

• Wet Waste: Biodegradable waste (food scraps, vegetable peels).
• Dry Waste: Recyclables (plastic, paper, metal, glass, wood, rubber). This will be transported to Material Recovery Facilities (MRFs).
• Sanitary Waste: Used diapers, sanitary towels, tampons, and condoms. These must be securely wrapped and stored separately.
• Special Care Waste: Household hazardous waste (paint cans, bulbs, mercury thermometers, expired medicines, batteries, used needles).

Guidelines for Bulk Waste Generators (BWGs)

This is a critical section, as the administration is cracking down on large-scale generators.

• Who is a Bulk Waste Generator?

      Entities satisfying any ONE of the following criteria:

• • Buildings with a floor area of 20,000 sq. meters or above.
  • Entities with a water consumption of 40,000 liters per day.
  • Entities generating 100 kg or more of solid waste per day.

(Includes Residential Welfare Associations, gated communities, hotels, restaurants, banquet halls, commercial complexes, educational institutions, and government departments).

• Mandatory Compliances for BWGs:
  • Online Registration: All BWGs must register on the Centralised Online Portal implemented by the CPCB.
  • On-site Processing: BWGs must set up and operate facilities to process wet waste/horticulture waste on-site (via composting or biomethanation).
  • EBWGR Certificate: If on-site processing is impossible, BWGs must obtain an Extended Bulk Waste Generator Responsibility (EBWGR) certificate from their respective Municipal Council or Panchayat, confirming they are paying for special waste handling services.

Awareness Activities & IEC

To ensure effective implementation and compliance with the Solid Waste Management Rules, targeted capacity-building workshops and training sessions are regularly conducted for administrative officials, local bodies, and elected representatives. Special IEC programmes for students at Colleges and schools are also conducted. District Suchitwamission implements IEC Activities through various LSGIs in the District.

Enforcement Activities and Inspections

District Special Cell

Special Cell is  Headed by the District Collector and consists of various District Officers  of  various departments. Special Cell meets regularly and monitors the implementation of SWM Rules 2026. Special Cell Conducts regular inspections of dumping sites, monitors illegal dumping, identifies blackspots, and identifies violations. District Special Cell  submits fortnightly reports through CPCB online portal on the progress of implementation of SWM Rules 2026.

District Level Enforcement Squad

This Squad functions under the control of Joint Director LSGD and District Co Ordinator Suchitwa Mission. Conduct regular inspections of, and identify violations and initiate action through  concerned local body secretaries. The district enforcement squad submits its activity report through the state warroom portal. State and District level monitoring of Enforcement activities can be monitored through this portal.

IVO Squad

There are five internal vigilance officers under District Joint Director, Local Self Government Department. Each IVOs has a special team formed with Block Panchayat Level Officers. IVO Squad conducts regular inspections at LSGI areas in their jurisdiction and directs concerned local body secretaries to initiate action against the violators.IVO squad inspection report also uploaded in Warroom Portal and ensure follow up actions through state level and district level online monitoring.

Local Self Government Institution Level Enforcement Squad

There are 72 Grama Panchayats and 6 Muncipalities in Alappuzha District. Each LSGI has its own Enforcement squad to ensure the implementation of Waste Management Rules.LSGI Enforcement Squad activities also uploaded in Warroom portal and ensure followup actions.

Single WhatsApp Number 9446700800

Every Citizen has the opportunity to report violations of SWM Rules through a single WhatsApp number 9446700800 with geotagged  photographs of violations. It is monitored through Warroom Portal and action taken reports  are available to the citizens in the same portal in a stipulated time frame.State level monitoring of Single Whatsapp complaints ensures the efficiency of the system.
